A controversial proposal: take 800 feet of a barrier island south of Cotuit Bay and move it to the western side of the same island. Conservation groups that own the island say it will improve shorebird habitat. Those in opposition are concerned about the impacts of dredging on shell fishing and the loss of a popular beach.
