News Roundup: Vaccination Frustrations; Lobstermen Face New Regs to Protect Right Whales

February 1st marks the start of Phase 2 of the state's COVID vaccination rollout, open to seniors 75-and-over. But many of those eligible can't get an appointment and find the online registration system maddening. And Massachusetts lobstermen are hit by new regulations designed to protect endangered North Atlantic right whales.
