This week: The migrant group is moving on from Joint Base Cape Cod: some going to the Outer Cape, some heading back to the Vineyard. And, a tragic murder-suicide raises questions about the Cape’s county jail and the role of the region’s mental health hospital. And the Midcape Highway is going electric.
